The observers notice any block changes in front of them, including the moving piston. It should work if you break the stuck observer and set down a new one in the same location.
The observers do not react to anything. Even after being broken and replaced, the new observers are inoperative.
Some of my observers stopped updating their blocks in the most recent update. If I move these observers, they resume updating their blocks, but if I move them back to their original positions, they stop working once more.

Some of the best ways to use observers in Minecraft
A scarecrow ( via Minecraft Designs)
Observers have a mean-looking face in front of them. Many players use them to decorate their bases in Minecraft. Scarecrows for farm builds can be made using observers, as demonstrated in the
#4 – Automatic farms
An automatic sugarcane farm ( via JWhisp | YouTube)
Automation in farms is one of the observer’s main applications. Players can use observers to determine whether something is ready for farming and then use that information to activate the harvesting mechanism.
In order to function properly in Minecraft, automatic farms such as bamboo and sugarcane farms heavily rely on observers. They have the ability to recognize when a sugarcane or bamboo is growing and, in response, produce a Redstone signal that triggers a piston to destroy it.
#3 – Flying machines
Building flying machines is possible in Minecraft. Players can construct a flying machine by combining sticky pistons, slimes, and observers. Players can also sit on the device and travel horizontally by using boats or minecarts.
Similarly, players can also make an elevator in Minecraft. It is cool-looking but slower than soul and elevators.
A deadly bed trap ( via Minecraft)
Players can build traps with observers that only go off when the target takes specific actions. Players could design a TNT bed trap, for instance, that uses an observer to determine whether a player is dozing. Right-clicking on the bed will cause the observer to detonate a TNT, killing the player.
#1 – World eater
Observers are used in large Redstone machines called world eaters. These devices create large, empty perimeters using a TNT duping bug. Blocks are destroyed by world eaters up to the bedrock level until nothing is left. High-tech mob farms are constructed in open perimeter areas.

FAQ
How do observers work in Minecraft PE?
An observer is placed similarly to a piston. It observes the block that it is placed against. The detecting side has the appearance of an observing face. A quick and small redstone clock can be created by placing two nearby observers side by side, each keeping an eye on the other because observers can tell the state of other observers.
How do you work an observer in Minecraft?
As sort of detector blocks, observers turn on when they notice a change in the block in front of them. The block’s opposite face has a red indicator light, and one face tracks changes in any block in front of it. The block’s observing facet has a face texture on it.
